Live updates: Merkley delivers marathon speech before shutdown vote; new Russia sanctions to come

The Senate on Wednesday is slated to vote on the House-passed funding bill to reopen the federal government for the 12th time.

But first, Sen. Jeff Merkley (D-Ore.) will need to wrap up, as he has been holding the floor since 6:21 p.m. EDT Tuesday.

The vote is likely to fail — again. And Republican leaders are raising the issue of changing the filibuster’s rules or whether they need to formulate a plan B as Democrats dig their heels in over health care subsidies.

Meanwhile, Treasury Secretary Scott Bessent told reporters Wednesday that the Trump administration will announce “a substantial pickup in Russia sanctions” either after the markets close on Wednesday or early Thursday morning.

President Trump has a light schedule Wednesday He will meet with NATO Secretary-General Mark Rutte in the afternoon. Meanwhile, his demolition of the White House’s East Wing for a $200 million ballroom is drawing increased scrutiny.

Later in the day, the trio of New York City mayoral candidates — Democratic nominee Zohran Mamdani, third-party Andrew Cuomo and Republican nominee Curtis Sliwa — will take the stage in the second debate ahead of the November election.
